Municipal Risk & Safety Consulting provides practical advisory support to municipal utility districts, special districts, and other public-sector entities seeking to reduce risk, strengthen operational readiness, and support informed decision-making. Services can be tailored to the size, structure, and needs of the entity.
A one-page overview of our services and approach.
We evaluate district facilities, infrastructure, and public assets to identify physical, operational, and procedural vulnerabilities that could contribute to preventable incidents, loss, or disruption. Each assessment includes a written report with practical recommendations for the board's consideration.
We conduct scheduled visual condition and risk assessments of district water and wastewater facilities and document observations and recommendations for the board. Technical and engineering matters are referred to the district's engineer.
Public entities operate within unique environments involving public accountability, infrastructure responsibilities, budget limitations, and stakeholder expectations. We provide practical consulting to help boards and leadership evaluate risks, improve preparedness, and make informed operational decisions.
Through partner firms. We help boards ask the right questions; technical work is performed by qualified, independently licensed partner firms.
We review parks, trails, ponds, open spaces, and other district-owned properties to document observed conditions, potential liability exposures, and opportunities for improvement.
Baseline visual risk assessments of facilities and assets. Visual condition assessments of water and wastewater facilities, parks, trails, and district land, with technical items referred to the district engineer. Scheduled monthly condition assessments on a rotating schedule, with written reports and board meeting attendance. Operational and governance risk guidance, including support for the district’s AWIA risk and resilience assessment and emergency response plan (the district and its engineer remain responsible for certification).
MRSC can serve as a practical liaison between the district and surrounding local governments on emergency response and infrastructure coordination, so district facilities and assets are accurately reflected in local maps and response plans. With the district’s approval, this can include helping responders understand real-world access issues and facilitating shared use of the district’s numbered GIS asset inventory with fire departments, emergency management, and local partners.
Board & Staff Risk Awareness Briefings: We provide informational briefings focused on risk awareness, public asset risk, and emerging risks affecting public entities. Briefings are designed to improve awareness and support informed decision-making by board members, staff, and stakeholders.
Technology and cybersecurity risk advisory. MRSC helps boards identify the right questions; technical work is performed by qualified, independently licensed partner firms.
